Video (in German): Golden Visa Dubai 2026 – the current rules for property investors (14:31 min., Oliver Ehlenz, as of 20 Sep 2026). Rules can change at short notice; the date of this article is what counts.
In brief
- Golden Visa: still a property value of at least AED 2 million (about US$545,000). For joint ownership, each applicant’s share counts.
- 2-year investor visa: Since April 2026 there is no minimum value for sole owners; for joint ownership at least AED 400,000 per person applies.
- Financing: Advisers report that for mortgaged properties the value confirmed by the DLD has counted since 2026. Officially this is not clear-cut: the DLD service page still asks for a bank letter for mortgages. Have the rule confirmed before you buy.
- Taxes: A visa does not make you a UAE tax resident or free you from tax at home. Whether you owe tax in your home country depends on that country’s rules.
Property route 2026 – the key difference at a glance
Minimum property value
Validity: 10 years, renewable (DLD, GDRFA)
Joint ownership: Each applicant’s share counts
for sole owners since April 2026
Validity: 2 years, renewable
Joint ownership: At least AED 400,000 per person
As of October 2026 · Confirm the rules with the authorities before buying
Two visas, two purposes
The two routes are often confused. Our details draw on the DLD service pages (as of 30 Sep 2026), the UAE government portal and press reports from 2026.
Golden Visa and investor visa compared
| Golden Visa | 2-year investor visa | |
|---|---|---|
| Term | 10 years according to DLD and GDRFA, renewable (the government portal u.ae states “5 or 10 years” in general) | 2 years, renewable as long as you keep the property |
| Minimum value | AED 2 million; for joint ownership, based on each applicant’s own share | No minimum value for sole owners (since April 2026); for joint ownership a share of at least AED 400,000 per person |
| Property | The authorities do not explicitly regulate off-plan; Gulf News lists it as eligible | According to DLD Cube, a completed property with a title deed |
| Residence | You do not have to live in Dubai permanently; you may stay abroad for more than six months (u.ae, GDRFA) | Only secondary sources document rules on minimum presence |
| Application | The DLD requires a personal appearance in the country | The DLD also requires a personal appearance |
| Official fees | About AED 9,885 per applicant according to the DLD (DLD Cube states AED 9,984.75) | About AED 10,200–10,500 depending on the source (DLD: AED 10,212.50; AGBI and DLD Cube: AED 10,545) |
The Golden Visa suits long-term plans. By contrast, the 2-year visa offers a lower-threshold entry for anyone who first wants to test what living and working in Dubai feels like.
What changed in 2026
April 2026: no more minimum value for the 2-year visa
The Dubai Land Department (DLD) has scrapped the AED 750,000 minimum for sole owners; for joint ownership a minimum share of AED 400,000 per person applies. Gulf News, AGBI, The National and KPMG (Flash Alert of 19 May 2026) report this. According to press reports the DLD published the change only on its Cube platform, without a formal announcement. KPMG itself relies on Gulf News.
April 2026: Golden Visa and property residency in the GDRFA system
On 11 April 2026 the Dubai Media Office reported a memorandum of understanding between the immigration authority GDRFA Dubai and the DLD: Golden Visa, retirement visa and property residency are to run through one joint channel. The sources do not agree on processing times: the GDRFA service catalogue lists 5 working days, the DLD page 7 to 10 working days. Plan with the longer figure.
2026: “value instead of payment” for mortgaged properties – not clear-cut
Several advisers and brokers report that since February 2026 the Golden Visa depends on the property value confirmed by the DLD rather than on the amount already paid (previously at least 50% or AED 1 million). I have not found a primary document for this. The end of the payment rule was already reported in January 2024 by Khaleej Times and AGBI, and the DLD service page (as of 30 Sep 2026) still requires a bank letter for AED 2 million “paid amount” for mortgaged properties. My advice: have the rule confirmed for your property by the DLD or GDRFA before you rely on the visa.
Golden Visa: requirements and costs
- Property value: at least AED 2 million; for joint ownership, based on each applicant’s own share (GDRFA, DLD). A DLD valuation certificate or the valuation of a licensed firm serves as proof.
- Value, not purchase price: The confirmed value is what counts. A developer price just above AED 2 million does not guarantee eligibility if the valuation comes in lower.
- Mortgage: The bank must issue a No Objection Certificate (NOC).
- Medical check: Part of the process (AED 700 according to the DLD service page).
- Documents: passport, title deed, photo; for a mortgage the bank NOC; for family members health insurance.
- Personal appearance: According to the DLD the applicant must appear in person in the country. Some advisers claim the opposite; clarify this in advance.
- Keep the property: The visa depends on the property. According to the DLD, the property carries a registered lien and you may not sell it.
Official costs: The DLD service page states AED 9,884.75 per applicant (medical AED 700, Emirates ID 1,153, residence 2,856.75, DLD fee 4,020, administration 1,155). DLD Cube states AED 9,984.75, probably a typo. I could not clarify whether fees changed with the platform switch. Total costs with advisers and attestations are higher (see my experience below).
Bringing your family: who can be sponsored?
According to the DLD and further sources, the Golden Visa lets you sponsor the following people:
- Spouse and children (according to the DLD unmarried children; for children over 18 you must submit a declaration; sources state age limits inconsistently across sources, so clarify this for your child).
- Parents, with a dependency certificate from the consulate.
- Domestic workers, according to Gulf News and DLD Cube up to three.
I have found no official evidence for siblings and parents-in-law; here the rule is: clarify case by case. Additional fees apply for family members (according to the DLD service page, among others AED 5,774.50 per family application); check the current list.
Financing and off-plan
Mortgage and bank approval
Financing is possible in principle; the bank must issue an NOC. What remains open is how much you must already pay for a mortgage (see “What changed in 2026”). A mortgaged property is also interesting because you do not have to raise the full value in cash; but the risk lies with anyone who calculates loan and rent badly.
Off-plan
For the Golden Visa, Gulf News (29 Apr 2026) lists off-plan as eligible; the authorities do not regulate it explicitly, and in practice an Oqood registration and a developer letter are required. As for the 2-year visa, the DLD requires the title deed as a mandatory document, so the rule there is: completed property. Clarify the individual case before signing a contract.
Taxes: a visa is not a tax residence
This is the most common misunderstanding: a UAE visa does not by itself change where you are tax resident. Whether you owe tax in your home country depends on that country’s rules. In many countries residents are taxed on their worldwide income, including rent from a property in Dubai.
The UAE itself levies no income tax on private income. Corporate tax for natural persons only applies to business turnover above AED 1 million; private letting falls outside this rule (BDO UAE). That also means there is usually no UAE tax that you could credit at home.
Whether a tax treaty helps depends on your country. Example: the double taxation treaty between Germany and the UAE expired on 31 Dec 2021 (Germany informed the UAE on 14 June 2021 that it would not extend it; EY, German Federal Ministry of Finance notice, July 2021), and I have not found a successor. German residents therefore report Dubai rent in Germany without any credit for foreign tax. Check the position for your own country.
Clarify this before buying with a tax adviser in your home country who also knows the UAE. This article does not replace tax advice.

Market 2026: what buyers should know
The market fluctuated sharply in 2026. A Goldman Sachs estimate (via Reuters/WirtschaftsWoche, 20 Mar 2026) saw sales in the first twelve days of March 37% below the previous year. According to the ValuStrat index, prices in August were 10.2% below their February level and 3.1% below the previous year. Going by DLD figures cited in market reviews, the transaction value in September 2026 was about AED 50.8 billion (16,490 transactions), 9.9% above August. The various reviews assess differently how the annual volume compares with 2025.
On supply, Cushman & Wakefield expects, according to Khaleej Times (20 Aug 2026), about 55,600 new residential units for 2026, the highest figure since 2008; for 2027 more than 60,000 are cited. Meanwhile, on the rental side, broker analyses report growing pressure: for the first time more new leases than renewals, and new rents in some cases up to 15% below January.
Therefore, for visa buyers: the visa advantage does not replace due diligence on the property. Check location, developer, supply pressure and the DLD valuation before making the AED 2 million threshold your reason to buy.
6 steps to your visa
- Clarify your goal: Golden Visa as a long-term solution, 2-year visa as a trial, or a pure capital investment without a visa?
- Plan budget and financing: allow for the down payment, additional costs, mortgage bank and bank NOC.
- Check the property: location, developer, supply pressure, expected rent and DLD valuation. The advisory service for property selection and financing can help.
- Complete the purchase: registration with the DLD, secure proof of ownership (title deed).
- Submit the application: through the official channels or licensed agencies; documents from your home country usually have to be attested (legalised) for UAE use.
- After approval: arrange Emirates ID, health insurance, a bank account and the tax treatment in your home country.

Visa rules can change overnight: have your case checked before you buy.
I have been a Golden Visa holder for some time and have sponsored my wife and our daughter through it. This is my individual case, not a general rule – but it shows what the practice looks like:
- We own the property 50/50 and financed it at 60% back then as non-residents.
- For three people we paid AED 35,000, including the local service provider, authority visits, certified translations, express surcharge and medical check. In our case, handling the documents in Germany cost a further roughly €1,500 on top. The official fees alone are considerably lower (see above).
- The most laborious part was the attestation of documents: marriage and birth certificates have to be authenticated by several offices in the country of issue (in our case Germany) and afterwards by the UAE authorities there. A missing or wrong stamp only shows up at the MOFA in the UAE. That is why I would involve an adviser in your home country and one on site.
- Only I, as the main applicant, had to appear in person at the GDRFA. My wife had to attend the medical check and give fingerprints; our daughter neither.
- On joint ownership: in our case the 50/50 shares were added together. What the DLD accepts in an individual case can differ from what public information pages say; the official rule is that each applicant’s share must reach AED 2 million. So have your case checked immediately before purchase or application.
Frequently asked questions
No, financing is possible in principle; the bank must issue an NOC. It is unclear how much must already be paid for a mortgage: advisers report that the DLD value has counted since 2026, but the DLD service page (as of 30 Sep 2026) still requires a bank letter for AED 2 million. Have this confirmed in writing.
About US$545,000: the dirham is pegged to the US dollar at AED 3.6725 per dollar. In euros that is roughly €485,000 at the ECB reference rate of 2 Oct 2026 (€1 = US$1.1225). The euro amount fluctuates with the exchange rate.
No. Stays outside the UAE of more than six months do not cause the Golden Visa to lapse (u.ae, GDRFA). The requirement is that the conditions continue to be met. For the application itself, personal appearance in the country is required according to the DLD.
Gulf News lists off-plan as eligible; it is not explicitly regulated by the authorities. For the 2-year visa the DLD requires the title deed, so there the rule is: completed property. Check the individual case before signing a contract.
Yes. According to the DLD, spouse, children and parents can be sponsored, and according to Gulf News and DLD Cube up to three domestic workers as well. Which documents are needed depends on the situation.
That depends on your tax residence and your country’s rules. In many countries residents are taxed on worldwide income, including rent from Dubai, and the UAE does not tax private income, so there is usually nothing to credit. Whether a tax treaty exists varies by country (the one with Germany ended on 1 Jan 2022). Seek tax advice. You will find further answers in our FAQ on buying, taxes and visas.
